Montserrat Earns Top Scores for Public Ownership Register

Montserrat has emerged as one of the top performers in a new international assessment of corporate transparency. The assessment, conducted by Transparency International UK, ranked Montserrat among the most transparent jurisdictions globally for its public Beneficial Ownership Register. In its findings, Transparency International UK awarded Montserrat a score of 73 per cent for the strength of its Beneficial Ownership Framework and 81 per cent for the accessibility of its ownership data. The results reflect the island’s decision to operate a fully public and free-to-access register, which allows anyone to view information on who ultimately owns or controls companies registered in Montserrat. The register went live in October 2024. Montserrat is one of only a handful of UK Overseas Territories to establish a fully public register, placing it ahead of larger financial centres such as Bermuda, the Cayman Islands and the British Virgin Islands, which currently limit access to ownership data or have delayed implementation. The Financial Services Commission (FSC) has welcomed the report’s findings and expressed gratitude to Transparency International UK for undertaking the assessment. The report notes that public registers, such as Montserrat’s, are widely considered the most effective and straightforward method for ensuring accountability in corporate ownership. The full assessment provided by Transparency International UK has been made available by the FSC for reference.

David Brandt to Spend Less Time in Prison After Court of Appeal Quashes Some of his Sentences

Former Chief Minister David Brandt was successful in three counts of his appeals against his convictions for sexual exploitation. The decision was handed down by the Eastern Caribbean Supreme Court during a sitting in Antigua on Thursday. Brandt was sentenced in 2021 after being found guilty on seven counts of sexually exploiting girls under the age of 18 and one count of perverting the course of justice. He appealed all seven sexual exploitation convictions, and both the conviction and sentence relating to the charge of perverting the course of justice, in September. The court upheld three of the sexual exploitation appeals, but the four other convictions remain in place. The sentences for those remaining convictions still stand, ranging from eight to nine years, and will continue to run concurrently. The court quashed the sentence for perverting the course of justice. It ruled that the original 15-year sentence imposed was “manifestly excessive” and it was replaced with a four-year sentence. The conviction itself was not overturned. The court noted that he has already spent time in prison, and taking into account standard reductions, Brandt is expected to remain in custody for roughly another year. He was represented in the appeal by attorney Dr David Dorsett. The prosecution was led by King’s Counsel Annesta Weekes, alongside Director of Public Prosecutions Oris Sullivan.

PS Cassell Welcomes Bio-security Training Workshop for the UK Overseas Territories.

Permanent Secretary in the Ministry of Agriculture, Lands, Housing, Environment, Youth and Sports Daphne Cassell welcomed a Bio-security Training Workshop for the UK Overseas Territories earlier this week. The workshop took place under the project “Enabling Effective Biosecurity in the UK Overseas Territories.”   Speaking at the launch Mrs. Cassell stated that the week’s agenda reflected the complexity and urgency of the biosecurity challenges the OT’s face, from invasive alien species, that are real, immediate, and in some cases, already causing significant harm. She noted that Montserrat has witnessed first-hand the serious damage caused by a number of invasive species, including the red imported fire ant, that has impacted both agriculture and recreational spaces, while rats have been observed preying on the eggs of national bird – the endemic Montserrat Oriole. The chytrid fungus, that has tragically led to the extinction of the Mountain Chicken in the wild on Montserrat, sweet potato weevil, and melon worm continue to destroy agricultural crops, were also highlighted, along with feral chickens which are known to compete with native birds for food resources and contribute to agricultural losses.   Meanwhile, the croton scale has taken a toll on the horticultural sector, affecting both livelihoods and the aesthetics of landscapes. Mrs. cassell says, in response to the threat posed by invasive species, the Ministry has initiated a number of targeted control measures aimed at strengthening the island’s national biosecurity system. These include the development and implementation of a risk assessment and biosecurity protocol for the importation of sand and aggregate, enhanced inspections at ports of entry and the systematic treatment of fire ant infestations across all residential areas of Montserrat. The Department of Environment has also launched a public awareness campaign to engage communities in early detection and prevention efforts of invasive species. To protect vulnerable wildlife, particularly nesting seabirds, Mrs. Cassell revealed that the Department of Environment has implemented a trapping and removal programme targeting feral cats in key coastal sites. This intervention is helping to reduce pressure and restore breeding success of seabirds in sensitive habitats. Additional surveillance protocols have been introduced, including weekly inspections of imported aggregate mounds and mitigation measures such as mandatory treatment plans for aggregate shipments. Officers have also conducted site visits to source countries to assess biosecurity risks at origin and strengthen upstream controls. Overall the Permanent Secretary said, these efforts reflect the ministry’s broader commitment to building a resilient, science-based bio-security framework to protect Montserrat’s environment, economy, and way of life.

Montserrat Focuses on Improving Standards to Boost Tourism Offerings

As Montserrat continues to boost its tourism offerings, more attention is being focused on improving standards. Parliamentary Secretary Hon. Crenston Buffonge says for this reason, the Tourism Authority has trained 46 public and private sector workers in customer service, and conducted tour and taxi training to strengthen their service delivery. This is the continuation of a process of developing the island’s tourism standards to ensure quality assurance across the board. He says the training is not limited to food and beverage, or the accommodation sectors, but also the quality of Montserrat’s cultural events and the conditions of tourism sites across the country. The Tourism Authority is also stepping up its marketing and promotion efforts. As a result, its marketing reach has expanded significantly, including on Facebook, which alone, has achieved 4.6 million views and 213,000 reach. The MTA has also partnered with major media outlets, including Mail Online in the UK, The Saturday Times, and publications across Canada and the United States. Looking ahead, the Parliamentary Secretary says they are launching new promotional videos highlighting St. Patrick’s Festival, and expanding its social media campaigns for Carnival 2025. Other initiatives are the Volcano Heritage Trail, and a collaboration with the Montserrat Volcano Observatory and the Montserrat National Trust in establishing the UNESCO Global and Geoparks initiatives. The MTA is also working with the Department of Environment on the Protect, Preserve and Prosper campaigns, including youth tree planting and beach cleanups across the country. Having established the natural tourism products, Mr. Buffonge says the focus now must be the introduction of man-made attractions that complements, not take away from, these national assets. In this vein, he announced plans for a forest zip-lines and a beach-side turtle hatchery, which would allow tourists to be a part of Montserrat’s conservation drive.
