Government Of Montserrat Advances Plans To Upgrade Special Education Needs Programme Despite Challenges

The Government of Montserrat is pushing ahead with plans to upgrade the Special Education Needs Programme. Minister for Education Dr. the Honourable Ingrid Buffonge said there has been progress in setting up the SEN Unit in Salem, now going through the procurement process. She also announced the recruitment of a literacy specialist. However, Dr. Buffonge says the Ministry is still facing a challenge recruiting specialists to support its programmes. “One of our challenges in education is in securing persons. We continue to work with Human Resources to improve the speed of the recruitment process, as delays in recruitment are still resulting in good professionals accepting work elsewhere for more lucrative pay. Unfortunately, we have just very recently lost our education psychologist to another island.“ She was about to accept the offer, but unfortunately had another offer and there were too many delays in Montserrat getting back to her. And we have also, in the same manner, lost our speech and language therapist who was going to say yes to Montserrat.  Dr. Buffonge says the ministry has a commitment from Human Resources to speed up the recruitment process. She thanked Psychologist Dr. Carol Tewitt, for her ongoing work with special education students, as well as First Steps Academy, a team in the US that “has been working hard pro bono for the last two years.” She also said thanks to the Ministry of Health for its work with World Pediatrics, a non-profit group which visited Montserrat recently to assess children with speech and language difficulties. According to the Minister “there is still the unfilled post for a speech and language therapist here that we’re hoping over the course of the year we’ll be able to fill. This is an essential requirement for special education on Montserrat.”

Wider range of Technical-Vocational Subjects Announced

Minister of Education Dr. the Honourable Ingrid Buffonge has announced the introduction of a wider range of Technical-Vocational subjects in schools on the island. Speaking in Parliament this week, she stated that technical and vocational education has been underfunded for years, and the United Alliance initiative will introduce a wider range of subjects at the primary and secondary level by September. These subjects include cosmotology, boat building. fashion designs and landscaping architecture. “I must speak of the United Alliance TechVoc Initiative. Our vision is to introduce a wider range of TechVox subjects into primary and lower secondary by September. In addition to the present subjects which are offered at secondary, (0:16) which are food and nutrition, building and furniture, (0:18) technical drawing, agriculture, IT and electricity, we want to introduce landscape architecture, architecture, auto mechanics, welding, ocean science, boat building, cosmetology, hair, makeup, nails, sewing and fashion design.” Dr. Buffonge says with the introduction of these subjects into primary and early secondary, “we will create a love and a passion for TechVox that will improve the ability of students who are desirous of writing the CVQ exams when they reach fourth and fifth forms of secondary.” She reveals that a council for technical education is about to be created along with a business plan to “ensure that funding follows the great vision that we have for TechVoc in the United Alliance today. It is hoped that long-term, Montserrat will have its own TechVoc Institute. This will take time, planning and obviously financing. And this will be how we will be preparing students for the world of work, how we intend to nourish our economy with skilled, capable, enthusiastic persons.” The minister thanked the recent technical and vocational assessment team, and teachers of TechVoc at the Montserrat Secondary School.

Teecha Conference Hears Call for Stronger Focus on Social and Emotional Learning

High-quality early childhood education is about much more than teaching children basic literacy and numeracy skills. That statement from Professor Zoyah Kinkead-Clark, who was the keynote speaker at the Third Annual Teecha Early Childhood Conference held at the Montserrat National Trust this week. Addressing participants at the conference, Professor Kinkead-Clark explained that early childhood education helps children develop essential social and emotional skills, including cooperation, communication and the ability to express their feelings appropriately. She noted that these skills are becoming increasingly important as children spend less time engaging in face-to-face interaction and outdoor play. The senior lecturer also emphasized the importance of nurturing curiosity, resilience and confidence from an early age, describing children as natural explorers. Professor Kinkead-Clark stressed that experiences during the early years helped shape brain development and laid the foundation for future learning and success and urged educators and caregivers to be intentional in supporting children’s development. Professor Kinkead-Clark is a Senior Lecturer in Early Childhood Education at The University of the West Indies, Mona in Jamaica. She also serves as the Manager of the Dudley Grant Early Childhood Resource Centre and Lead External Examiner for Early Childhood Programmes in Belize and the Turks and Caicos Islands.

Ministry of Education to Expand Technical and Vocational Subjects at MSS

The Ministry of Education will expand technical and vocational subjects at the Montserrat Secondary School. The announcement was made by Minister, Dr. the Honourable Ingrid Buffonge in her response to the 2026-2027 budget. Dr. Buffonge, who has been a strong advocate for vocational studies at the MSS, said this would provide students with hands-on, industry-specific skills that directly improve employability and career readiness. She believes these programs would bridge the gap between education and employment, offering practical experience through apprenticeships and in-demand skills.

Teachers Engage In Child Online Protection Workshop

Teachers across Montserrat’s primary and secondary schools were engaged in a Child Online Protection Workshop last Friday. The programme, sponsored by the Organization of Eastern Caribbean states (OECS) and UNICEF, is taking place in each of the OECS states. This workshop was co-facilitated by guidance counselor at the Montserrat Secondary School Vandina St. Helaire, and education transformation project manager with the Ministry of Education, Hyacith Bramble-Browne. In a conversation with ZJB News, St. Helaire said, “the reason for conducting these workshops is because across the region, we’re in a situation where our children are online and they’re not safe. So, what the workshop is designed to do is to educate and also basically provide us with the tools as educators to basically support our children when they do go online. Remember we’re in the age of technology that we want our children to be safe and that is basically what the workshop is about.” Participating teacher Inez Daley-Knights, who teaches health, integrated science, and biology at the Montserrat Secondary School, highlighted the necessity of the workshop to prepare teachers to help students in a vulnerable situation. She said “the workshop has prepared us to help students who are somehow getting entangled online in a way that not only they’re becoming addicted, but some have been led astray into situations that can harm them in many ways, including sexually. It is very important for us as teachers to have knowledge regarding this topic because we need to be prepared for when students share things with us that demonstrate to us that they’re in a compromising position. Senior social worker at the social services department, Teshawn Matthews, who also participated in the workshop, spoke on the timeliness of the workshop, adding that it was a “very timely workshop because even in our caseloads, we have been seeing an escalation around social media with our young people and how it is being used and the disadvantages added to that.”  The workshop was co-facilitated by Mrs. Hyacinth Bramble-Brown.

Montserrat Government Boosts Support for Children with Special Needs

The Government of Montserrat has demonstrated seriousness in providing support to children with special needs. The Ministry of Education’s budget has been supplemented with $300,000 to set up a special Education Unit. Premier and Minister for Finance, the Honourable Reuben T. Meade says there are children here who are suffering because they lack support.

Primary Schools Here Receive Timely Donation of Education Tools

Primary schools island wide have welcomed another timely donation of educational resources, aimed at supporting diverse learning needs among students on Montserrat. Ikesha Irish, who is of Montserratian heritage, said the collection of materials was designed to promote curiosity, literacy, and foundational skills among children. The donation includes numeracy and sensory tools, literacy and phonics materials, interactive learning equipment, and other resources intended to assist students at different learning levels. Principals from the island’s primary schools welcomed the contribution and expressed appreciation for the donation, noting that the materials will enhance the teaching and learning environment and benefit students in their classrooms. Director of Education, Dr Gregory Julius also thanked Irish for the initiative, highlighting the importance of such resources, particularly for students with special educational needs.

Montserrat to be Represented at CXC Conference and Ministerial Forum

Montserrat will be represented at the Caribbean Examinations Council (CXC) Conference and Ministerial Forum on Learning in the Digital Age later this month. Education Officer, Curriculum and Examinations and Local CXC Registrar, Althea Allen, will join over 300 education stakeholders from across the Caribbean, including Ministers of Education, in Jamaica from March 16-19. Both events, originally set for October 2025 on Jamaica’s north coast, were disrupted by the passage of Hurricane Melissa. CXC’s Director of Operations Dr Nicole Manning, says the conference is designed to deepen regional collaboration on how best to navigate the prevailing digital environment for greater learning outcomes in the Caribbean. In the meantime, Pro-Registrar and Deputy CEO of CXC, Dr. Eduardo Ali, who is spearheading the organizing of the Ministerial Forum, also pointed to CXC’s ongoing work with regional employers to plan for future educational needs and skills for the region under its Skills and Employability Signaling System for CXC Qualifications Development. The CXC will sign a landmark Partnership Engagement Agreement (PEA) with the Consortium of Caribbean employer groups at the Ministerial Forum. The inaugural CXC Regional Education Conference and Ministerial Forum has been endorsed by Senator Dr., the Honourable Dana Morris Dixon, Minister for Education, Skills, Youth And Information, who will be a keynote speaker during the four days of meetings. Among the featured speakers and presenters at the CXC Conference and Ministerial Forum will be Professor Sir Hilary Beckles, the Chairman of CXC and Deputy Chair of Council, Dr Marcia Potter, Dr Wayne Wesley, CXC Registrar, Professor Paloma Mohamed Martin, Vice Chancellor, University of Guyana, Dr Luz Longsworth, Senior Corporate Director, Sandals Corporate University and former Principal and Pro-Vice Chancellor, UWI Global Campus, Ms Alison Drayton, Assistant Secretary General- Human and Social Development, CARICOM, and from the Commonwealth of Learning, Professor Peter Scott, President and CEO and members of his team.

Concerns on Low Success Rate in Mathematics Addressed

Educator and former Government Minister Dr. Samuel Joseph has addressed the concerns of many about the low success rate in Mathematics. Appearing on the programme “Enhancing Quality Education”, Dr. Joseph acknowledged that Math is a challenging subject for some students. He explains, however, that part of the problem is how the subject has been taught in schools.   “Enhancing Quality Education”, is aired weekly at 7:00PM on Thursday on ZJB radio with a repeat at 3:00PM on Monday.

UK Tertiary Tuition Fees to Increase
