The Extra Powers Of The Governor To Be Examined
A former Speaker of the Legislative Assembly has indicated that the extra ordinary power of the Governor is one of the areas to be examined as Montserrat looks to reshape its relationship with the United Kingdom.
Sir Howard Fergus says the Governor, apart from executive authority, has ministerial portfolio with responsibility for law and order, external affairs and the public service. Sir Howard says the Governor can also block or introduce legislation.
Sir Howard was speaking on a radio panel discussion on Thursday to discuss the UK Foreign Affairs Committee Inquiry into Britain’s future relationship with the Overseas Territories. Sir Howard says despite the assertion by the FAC, Montserrat does not have full internal self governance.
The radio discussion was part of a series of consultations to solicit the views of residents on Montserrat’s future relationship with the United Kingdom. A public meeting is planned for Monday August 27th, 7PM at Credit Union Hall.
The FAC says it Committee welcomes written submissions on the governance of the OT's, including their adherence to human rights frameworks; the financing of the OT's and representation of the OT's in the UK.
