Primary Schools Here Receive Timely Donation of Education Tools

Primary schools island wide have welcomed another timely donation of educational resources, aimed at supporting diverse learning needs among students on Montserrat. Ikesha Irish, who is of Montserratian heritage, said the collection of materials was designed to promote curiosity, literacy, and foundational skills among children. The donation includes numeracy and sensory tools, literacy and phonics materials, interactive learning equipment, and other resources intended to assist students at different learning levels. Principals from the island’s primary schools welcomed the contribution and expressed appreciation for the donation, noting that the materials will enhance the teaching and learning environment and benefit students in their classrooms. Director of Education, Dr Gregory Julius also thanked Irish for the initiative, highlighting the importance of such resources, particularly for students with special educational needs.

Montserrat Advances Green Energy Transition Programme

The Government of Montserrat is continuing work under its Green Energy Transition Programme. This initiative is aimed at reducing fossil fuel use and strengthening renewable energy on the island. Minister with responsibility for Energy, Honourable Veronica Dorsette-Hector, said the programme, funded by the government of the United Kingdom with an investment of £5.9 million, has five major components that will be implemented by the Ministry of B.U.I.L.T.E. These include ongoing maintenance and testing of geothermal wells in Cork Hill, as well as finalizing plans for a solar photovoltaic and battery storage system at Shinlands, Brades. The minister also reported upgrades to the island’s transmission and distribution network in Palm Loop and Lookout, along with the refurbishment of the battery storage system at the Lookout solar facility, expected to return to operation soon. Additional elements of the programme include training for energy sector staff and the public, the development of a strategic energy transition plan, and a regulatory framework to guide the electricity sector. According to Honourable Dorsette-Hector, the government is working to establish an independent electricity regulatory model as part of the broader transition to renewable energy. She says the initiative will help improve energy security, strengthen accountability in the sector, and support Montserrat’s goal of building a cleaner and more resilient energy future.

Amendments to Banking Act Welcomed

The Leader of the Parliamentary Opposition, Honourable Paul Lewis has welcomed amendments to the Banking Act. Lewis says the changes to the legislation, spearheaded by the Eastern Caribbean Central Bank modernizes the way business is conducted in member states.   Premier and Minister of Finance, the Honourable Reuben T. Montserrat to be Represented at CXC Conference and Ministerial Forum

Montserrat will be represented at the Caribbean Examinations Council (CXC) Conference and Ministerial Forum on Learning in the Digital Age later this month. Education Officer, Curriculum and Examinations and Local CXC Registrar, Althea Allen, will join over 300 education stakeholders from across the Caribbean, including Ministers of Education, in Jamaica from March 16-19. Both events, originally set for October 2025 on Jamaica’s north coast, were disrupted by the passage of Hurricane Melissa. CXC’s Director of Operations Dr Nicole Manning, says the conference is designed to deepen regional collaboration on how best to navigate the prevailing digital environment for greater learning outcomes in the Caribbean. In the meantime, Pro-Registrar and Deputy CEO of CXC, Dr. Eduardo Ali, who is spearheading the organizing of the Ministerial Forum, also pointed to CXC’s ongoing work with regional employers to plan for future educational needs and skills for the region under its Skills and Employability Signaling System for CXC Qualifications Development. The CXC will sign a landmark Partnership Engagement Agreement (PEA) with the Consortium of Caribbean employer groups at the Ministerial Forum. The inaugural CXC Regional Education Conference and Ministerial Forum has been endorsed by Senator Dr., the Honourable Dana Morris Dixon, Minister for Education, Skills, Youth And Information, who will be a keynote speaker during the four days of meetings. OFFICIAL VISIT OF DR. NWACHUKWU ANAKWENZE, M.D., MPH, REGENT OF ABAGANA KINDOM

The Office of the Premier is pleased to host the official visit of Dr. Nwachukwu Anakwenze, M.D., MPH, Regent of the Abagana Kingdom in Anambra State, Federal Republic of Nigeria, scheduled to take place in Montserrat from March 15–18, 2026. Dr. Anakwenze was appointed Regent following the passing of the previous traditional ruler, His Royal Highness Igwe Patrick Mbamalu Okeke. He formally received his Regent Certificate from the Government of Anambra State through the Ministry of Local Government, Chieftaincy, and Community Affairs. Prior to his appointment as Regent, Dr. Anakwenze, an American-based medical practitioner and businessman, served as the Onowu (Traditional Prime Minister) of Abagana Kingdom, a distinguished leadership role within the traditional governance structure. In his capacity as Regent, Dr. Anakwenze has championed community advancement initiatives including, medical outreach programmes, and other developmental efforts aimed at strengthening social cohesion and public health within Abagana. Dr. Anakwenze has also served in numerous leadership roles promoting African and diaspora interests. He is the Founding Chairman of the Igbo World Assembly, the umbrella body representing Ndi Igbo across more than 20 countries worldwide. His tour of Montserrat and other Eastern Caribbean territories forms part of this outreach entitled the Global Igbo Reconnection Initiative. The visit seeks to deepen structured and sustainable partnerships between the Igbo homeland in Southeast Nigeria, Igbo diaspora communities, and Caribbean societies with shared historical and cultural ties. Purpose of the Visit During his official visit to Montserrat, Regent Dr. Anakwenze and his delegation are expected to: • Pay courtesy calls on Senior Officials of the Government of Montserrat; • Engage with members of the Nigerian community resident in Montserrat; • Conduct a sacred ceremony honoring the memory of Igbo ancestors who were enslaved on the island and unveil a plaque to Igbo Abolitionist, Writer Olaudah Equiano who bought his freedom on Montserrat in 1766; and • Participate in select events associated with the island’s annual St. Patrick’s Festival. Cultural and Development Partnerships The University of Nigeria Nsukka (UNN) is the central institutional partner in the Igbo Reconnection Initiative. Through the leadership of Professor Chris Agbedo and its high-level Committee on the Igbo Cultural Village Project and Igbo Landing Monument Initiative, and the proposed Igbo–Gullah–Caribbean Cultural Heritage Institute (IGCCHI), are developing a formal framework to institutionalise academic, cultural, economic, and diplomatic linkages between: • The Igbo homeland in Southeast Nigeria; • Igbo diaspora communities; • The Gullah-Geechee communities of the United States; and • Caribbean territories with Igbo heritage connections, including Antigua and Barbuda, Montserrat, and Barbados. The strategic partner organizing and curating Igbo reconnection in Montserrat is Museum Without Walls Alliouagana a history and heritage entity led by Dr Clarice Barnes. Strategic Benefits for the Eastern Caribbean The Governments of Antigua and Barbuda, Montserrat, Barbados, and other Eastern Caribbean territories stand to gain tangible and long-term benefits through partnership with the University of Nigeria UNN as the institutional anchor of the Igbo Atlantic reconnection agenda. These benefits include: • Strengthened historical documentation and authentication of Igbo ancestry and heritage sites; • Enhanced museum, archival, and curriculum development supported by scholarly research; • Expanded cultural tourism opportunities rooted in verified African heritage connections; • Increased academic exchanges and research collaboration; and • Broader diplomatic and economic engagement between West Africa and the Caribbean. By grounding reconnection efforts in credible academic research and structured institutional collaboration, the initiative advances heritage preservation while opening new pathways for cultural diplomacy, education, and sustainable development. Government of Montserrat Begins Review of Public Service Compensation Framework

The Government of Montserrat (GoM) has commenced a comprehensive review of the Public Service Compensation Framework. Ernst & Young Consultancy Ltd. (EY) has been engaged to undertake this important initiative.The Compensation Review aims to modernize pay, grading, and related reward arrangements across the Public Service. The objective is to ensure that our system is fair, transparent, sustainable, and aligned with fiscal realities and strategic priorities of GOM. It is anticipated that the review will also support efforts to attract, retain, and motivate talented public officers while addressing inequities within the current system. Scope of the ReviewThe review will focus on: Stakeholder EngagementStakeholder engagement is central to the success of this review. Public Servants will have opportunities to provide input on key issues, including pay equity, recruitment and retention challenges, grading arrangements, and allowances. The feedback gathered will help inform the recommendations and ensure that the proposed framework reflects the realities of the Public Service. A stakeholder forum will be established where volunteers across all levels are invited to contribute by reviewing outputs of the review to shape the final report. In some instances, Officers will be invited to participate in one-on-one interviews with the EY Consultants as part of the review process. UK-MONTSERRAT BUDGET SUPPORT MISSION 2026 GETS UNDERWAY

The Ministry of Finance and Economic Management (MOFEM), in partnership with the Governor’s Office, announces the commencement of the annual Budget Support Mission (BSM) from Monday 23rd to Friday 27th February 2026. The mission brings together a team from the UK’s Foreign, Commonwealth and Development Office (FCDO) and the Government of Montserrat (GoM) for a structured week of strategic engagement focused on Montserrat’s development priorities for the next three financial years. Purpose of the MissionThe Budget Support Mission is an annual engagement between the FCDO and the Government of Montserrat that provides an important opportunity for GoM to present its plans, priorities, opportunities and challenges across the 2026/27 to 2028/29 spending period. It is important to note that this is not a budgetary negotiation. Rather, it is a platform for strategic dialogue — enabling GoM to articulate its vision for Montserrat’s sustainable development and for both governments to align on shared objectives. The mission supports the UK Government’s commitment to meeting its obligations to the people of Montserrat. The UK currently supports nearly 70% of the island’s recurrent budget, and this mission is a vital part of ensuring that support is targeted, impactful and responsive to Montserrat’s evolving needs. Key Areas of DiscussionOver the course of the week, GoM ministers, officials and FCDO representatives will hold in-depth discussions across a broad range of policy areas, including: The mission will also include site visits to key infrastructure projects, including the Montserrat Port, the national hospital site, the Airport Control Tower, and the proposed solar site at Shinlands. Government of Montserrat will Assist Property Owners South of Belham

Premier, the Honourable Reuben T. Meade has reassured persons who have properties south of Belham that the government has plans for these areas. He says that the restoration of the Belham Bridge is part of the move to ensure that persons have access to the areas even when there is heavy rain. Premier Meade said that duty free concessions will be provided for those who have properties south of Belham, among other things.

Minister Unsatissfied with Progress on Montserrat Port Project

The Minister for Buildings, Utilities, Infrastructure, Labour, Transportation, and Ecclesiastical Affairs (BUILTE) has expressed dissatisfaction with progress on the Montserrat Port Project. Speaking on the “What’s on Your Mind” radio programme on Thursday, Honourable Veronica Dorsette-Hector explained the challenges that are being faced.  She also sought to reassure the public that the government and supporting agencies continue to monitor and assess work on the project. Honourable Hector revealed that discussions are taking place on the future of the project.
