Montserrat Strengthens Links with Northern Ireland During St Patrick’s Week Visit

The Government of Montserrat, through its UK Office, has strengthened relationships with political, civic and academic stakeholders in Northern Ireland during a series of engagements held in Belfast on 18–19 March, as part of St Patrick’s Day commemorations. The visit, facilitated by Friends of the British Overseas Territories, provided an opportunity to highlight Montserrat’s unique historic and cultural connection to Ireland, as well as to promote the island’s development priorities and explore opportunities for collaboration. The Montserrat Government UK Office extends its sincere thanks to the Friends of the British Overseas Territories for their support in facilitating the visit and programme of engagements. During the visit, Montserrat’s Representative to the United Kingdom, Kei-Retta Farrell, engaged with members of the Northern Ireland Assembly at Parliament Buildings, including a meeting with Dr Steve Aiken OBE MLA, Deputy Speaker, and members of the Commonwealth Parliamentary Association Northern Ireland Branch. Discussions focused on governance, parliamentary cooperation and shared challenges facing smaller jurisdictions. Discussions with Dr Aiken also highlighted Montserrat’s cultural and scientific contributions on the global stage, including the legacy of Air Studios Montserrat, which attracted internationally renowned artists, and the strategic importance of the Montserrat Volcano Observatory as a centre for world leading research supporting disaster preparedness and long term resilience. Ms Farrell also met with representatives from the Northern Ireland Assembly and Belfast City Council, reflecting the importance of engaging with political and civic stakeholders across Northern Ireland. A meeting with The Right Honourable the Lord Mayor of Belfast, Councillor Tracy Kelly, formed a key part of the programme, with discussions centred on cultural exchange, tourism and opportunities to strengthen links between Belfast and Montserrat, alongside the city’s evolution as a hub for foreign direct investment and innovation. As part of the programme, Ms Farrell delivered a St Patrick’s Day lecture at the esteemed Queen’s University Belfast, a member of the Russell Group of leading UK research universities, renowned for its excellence in research, particularly in areas such as earth sciences, engineering and public policy. The lecture reflected on the historical and cultural connections between Montserrat and Ireland, including the island’s unique observance of St Patrick’s Day, which commemorates the 1768 slave uprising on Montserrat and reflects Montserrat’s connection to the island of Ireland. Speaking following the visit, Ms Farrell said: “Montserrat’s connection with Island of Ireland is a powerful reminder of how history links communities across the Atlantic. This visit has been an important opportunity to deepen those connections, while also building new relationships that support Montserrat’s future development.” “Montserrat is focused on building a resilient and sustainable economy, from renewable energy to cultural tourism and scientific research. WINAIR Flights To Continue

The Access Division here, has provided an update on travel with Winair. In a statement on Friday, the Division said flights between St. Maarten and Montserrat will continue operating through April and May. According to the release, the service remains in place, however regulatory challenges are currently hampering passengers’ ability to make reservations far in advance. The update follows public concern over the closure of advance bookings with the airline. The Division says it is actively working to resolve the matter and restore full booking access as soon as possible. Passengers are encouraged to monitor updates, as advance booking is expected to reopen shortly.

Montserrat’s Issues Highlighted at Recent UK Constitutional Committee Inquiry

The key issues impacting Montserrat’s relationship with the United Kingdom were laid on the table at a brief inquiry by the Constitutional Committee on Wednesday February 11, 2026 in London. The inquiry is reviewing progress against the commitments set out in the 2023 UK-Overseas Territories Joint Declaration. Head of the Government of Montserrat UK Office (GOMUKO), Kei-Retta Farrell was one of a five-member panel representing the OTs. Miss Farrell started out by focusing on the context for which the key issues facing Montserrat emerged – the soufriere Hills volcanic eruptions. The other panelists:- Blondel Cluff, CBE, DL, Overseas Representative and special adviser to the premier, Government of Anguilla; Natalio Wheatley, Premier, British Virgin Islands; Charles Washington Misick, OBE, premier, Turks and Caicos Island; and Kim Wilkerson, JP, Attorney General, Bermuda. Economic Diversification and Long-Term Sustainability Remain Central to Montserrat’s UK Office

The Montserrat Government UK Office (MGUKO) says economic diversification and long-term sustainability remain central to its work. In its newsletter, the Office stated that in 2025, it supported early-stage investor engagement, facilitated discussions on infrastructure, innovation, and climate-aligned investment, and continued positioning Montserrat as a destination for sustainable and responsible growth. This work included building a constructive relationship with Lloyds Bank, with discussions underway around retail banking challenges and the potential for improved correspondent banking arrangements to support trade, investment, and financial resilience. MGUKO also used relevant forums to highlight Montserrat’s financial access challenges and the importance of inclusive banking infrastructure. It says this work will continue into 2026 as discussions progress and engagement becomes more structured. The Montserrat Government UK Office is headed by Keiretta Farrell. During the year, the Office also spearheaded the Montserrat Business Directory, which is being developed to recognize and promote UK-based businesses founded by individuals of Montserratian heritage, supporting visibility, networking, and opportunity-sharing. It is also working working towards stronger engagement with Montserratian communities in the United States and Canada, including diaspora mapping and relationship-building with community leaders.

Government of Montserrat Launches its Christmas Barrel Concession Programme

The Government of Montserrat has announced the launch of this year’s Christmas Barrel Concession Programme, which is aimed at easing the cost of living for families here. The initiative provides targeted social and economic support to households during the festive season, allowing each household to import up to two barrels or equivalent containers- not exceeding a total combined volume of 0.5 cubic metres- filled with food items, cleaning and sanitary supplies, one electric iron, and a reasonable quantity of clothing for personal use. This year, the government has amended the conditions of the programme to clarify that households may import goods equivalent in volume to two standard barrels. Officials say this adjustment ensures fairness and consistency in how the concession is accessed and applied. A fixed fee of fifty EC dollars per qualifying barrel or container will be charged, in addition to standard port fees. Persons taking advantage of the programme will also be required to complete a simple Customs Declaration form when clearing their goods. To qualify for the concession, all cargo must arrive at the Little Bay Port between October 30, 2025, and January 31, 2026. The Government says the initiative continues to reflect its commitment to supporting families, encouraging traditional practices, and ensuring that the Christmas season remains affordable and accessible to all.

Head of Montserrat Government UK Office Encourages Diaspora Involvement in Island’s Future

The Head of the Montserrat Government UK Office believes that the diaspora should be part of the island’s future. Kei-Retta Farrell made these remarks at a commemoration service at the Shiloh Pentecostal Church in London. She discussed the influence that faith and the church has had on the Montserrat community. Farrell also recapped the events that Montserrat’s diaspora has taken part in over the last month to mark the anniversary of the Soufriere Hills Volcanic Eruptions 30 years ago.
