Montserrat Earns Top Scores for Public Ownership Register

Montserrat has emerged as one of the top performers in a new international assessment of corporate transparency. The assessment, conducted by Transparency International UK, ranked Montserrat among the most transparent jurisdictions globally for its public Beneficial Ownership Register. In its findings, Transparency International UK awarded Montserrat a score of 73 per cent for the strength of its Beneficial Ownership Framework and 81 per cent for the accessibility of its ownership data. The results reflect the island’s decision to operate a fully public and free-to-access register, which allows anyone to view information on who ultimately owns or controls companies registered in Montserrat. The register went live in October 2024. Montserrat is one of only a handful of UK Overseas Territories to establish a fully public register, placing it ahead of larger financial centres such as Bermuda, the Cayman Islands and the British Virgin Islands, which currently limit access to ownership data or have delayed implementation. The Financial Services Commission (FSC) has welcomed the report’s findings and expressed gratitude to Transparency International UK for undertaking the assessment. The report notes that public registers, such as Montserrat’s, are widely considered the most effective and straightforward method for ensuring accountability in corporate ownership. David Brandt to Spend Less Time in Prison After Court of Appeal Quashes Some of his Sentences

Former Chief Minister David Brandt was successful in three counts of his appeals against his convictions for sexual exploitation. The decision was handed down by the Eastern Caribbean Supreme Court during a sitting in Antigua on Thursday. Brandt was sentenced in 2021 after being found guilty on seven counts of sexually exploiting girls under the age of 18 and one count of perverting the course of justice. He appealed all seven sexual exploitation convictions, and both the conviction and sentence relating to the charge of perverting the course of justice, in September. The court upheld three of the sexual exploitation appeals, but the four other convictions remain in place. The sentences for those remaining convictions still stand, ranging from eight to nine years, and will continue to run concurrently. The court quashed the sentence for perverting the course of justice. It ruled that the original 15-year sentence imposed was “manifestly excessive” and it was replaced with a four-year sentence. The conviction itself was not overturned. The court noted that he has already spent time in prison, and taking into account standard reductions, Brandt is expected to remain in custody for roughly another year. He was represented in the appeal by attorney Dr David Dorsett. The prosecution was led by King’s Counsel Annesta Weekes, alongside Director of Public Prosecutions Oris Sullivan.

New Police Legislation Gives Commissioner Power to Address Misconduct and Protect Officers

New legislation giving the Commissioner of Police broader powers to address performance and misconduct in the service will take effect in the new year. Speaking with ZJB News, Commissioner of Police Mark Payne said police and fire officers are expected to carry out their duties with a high level of professionalism, and anyone who falls below the proper standard should face the same consequences as any member of the public. He said the new laws would allow action against officers who misbehave, while also protecting those who are just doing their jobs and facing unfair complaints. St George’s Hill Set to Reopen Ahead of 2025–26 Cruise Season

Locals and visitors alike will be able to access the long-closed St George’s Hill site as soon as next week. Confirmation of this comes from Premier, the Honourable Reuben T Meade. In his announcement, Premier Meade says the move to open St George’s Hill after over 30 years forms part of the government’s plan to improve the island’s tourism product. The new access route will allow tour operators, taxi associations, and cruise partners to expand their offerings. He said access would come free of cost to residents, with a small fee for visitors. The Government of Montserrat Moves Closer to Securing New Ferry Service

Another positive step in securing a ferry service for Montserrat. Premier the Hon. Reuben T. Meade has announced that the procurement board has given the go ahead for the office of the premier to engage a ferry operator. The announcement was made on the “What’s on Your Mind” Radio programme on Tuesday. The premier says the next steps would be to secure approval from the Montserrat Maritime Authority and the Antigua and Barbuda Department of Maritime Services (ADOMS) to facilitate the ferry’s operation.
