Financial Services Commission (FSC) Montserrat Warns About Fraudulent Website

The Financial Services Commission (FSC) Montserrat is bringing to the public’s attention a fraudulent website that has recently been discovered impersonating its official website. The FSC has stated that its official and only legitimate website is: www.fscmontserrat.org. The FSC reports that a false website, www.fscmontserrat.com, has been created by an unauthorized third party using publicly available information in an attempt to mislead the public. The Commission said that this website is not affiliated to the FSC and any information, forms, or contact details displayed there should be treated as fraudulent. The Financial Service Commission is assuring the public that there has been no internal breach of FSC systems or data. It adds that this incident is an external impersonation effort, and appropriate steps are being taken to have the fraudulent domain removed. The local financial regulatory body warns that to protect against any fraudulent activity, stakeholders should always verify that they are accessing www.fscmontserrat.org before submitting any information. The FSC is asking that stakeholders be cautious of email messages or documents referencing the fake website or using unfamiliar email addresses, and to report any suspicious communication to the FSC Montserrat immediately at info@fsc.ms. The FSC states that it remains committed to safeguarding the integrity of its operations and maintaining transparency with its stakeholders.

The Legislative Assembly Approved Supplementary Appropriation Bill.

The Legislative Assembly approved a Supplementary Appropriation Bill on Tuesday totaling approximately 37 million dollars. This includes an additional expenditure of 19 million dollars under the Critical and Life Safety Equipment Project for the Green Energy Transformation Programme. Premier and Minister of Finance the Honourable Reuben T Meade says these funds were approved by the FCDO to expand renewable energy capacity and reduce dependence on diesel generation. This includes the development of solar energy and battery storage system to directly support national baseload reduction and energy security. The funds will also enable tariff and utility reform that supports affordability and investment. Meantime….1.9 million dollars were approved under the Cultural Centre Upgrade Project. These funds will allow renovation activities that cater for a more fit for purpose accommodation for the Legislative Assembly. An Additional 2 million dollars are provided to cover a requirement for revenue refunds. Premier Meade said there is currently a backlog of payments to be processed, and this will allow the Montserrat Customs and Revenue Service to decrease its backlog operations significantly.

Public Works Department Commences Road Improvement Works at Jones Hill, St. Peter’s

The Public Works Department (PWD) under the Ministry of Buildings, Utilities, Infrastructure and Transportation has commenced road improvement works in the Jones Hill area, St. Peter’s. This initiative is part of the Government of Montserrat’s ongoing commitment to enhance road safety, improve accessibility, and upgrade key transportation routes across the island. The current phase involves resurfacing, drainage improvements, and general road rehabilitation to ensure safer and smoother travel for motorists and residents. Director of Public Works (Ag) Felix Persaud, noted that the Jones Hill project represents another step in the Ministry’s strategic effort to modernize Montserrat’s road network. “We are pleased to continue our road enhancement programme, ensuring communities like Jones Hill benefit from safer and more reliable infrastructure,” the Director said. Minister for the Ministry og Buildings, Utilities, Infrastructure, Labour and Transportation, Hon. Veronica Kay Dorsette – Hector, also expressed satisfaction with the progress being made. “The Government remains focused on maintaining and upgrading vital infrastructure to support economic activity and improve quality of life. These roadworks are part of our broader effort to strengthen connectivity across Montserrat. The Ministry has heard the cry of the people and this effort marks the beginning of improving the condition of the entire road network of Montserrat.” Motorists are advised to exercise caution while driving through the work area and to follow any guidance provided by road crews. Hazardous Materials (HAZMAT) and Hazardous Noxious Substances (HNS) Training Deemed A Success

The first phase of the Hazardous Materials (HAZMAT) and Hazardous Noxious Substances (HNS) Training, facilitated by Ambipar Response, here, has been deemed a tremendous success. The three-day training, which began on Friday, 7 November 2025, and concluded on Sunday, 9 November 2025, brought together 27 personnel from the Montserrat Port Authority (MPA), Marine Unit of the Royal Montserrat Police Service (RMPF), the Montserrat National Oil Response Team, the Royal Montserrat Defense Force (RMDF), and the Disaster Management Coordination Agency (DMCA). Participants were introduced to key aspects of HAZMAT and HNS incident management, including risk identification, response techniques, and equipment use for both terrestrial and marine environments. Topics Covered included • Introduction and Background • Labelling, Causes, Fates, and Effects • Personal Protective Equipment (PPE) and Gas Monitoring • Site Set-up and Equipment Use • Tactical Response Strategies The training focused on building capacity among local response agencies to safely and effectively deploy equipment, mitigate environmental risks, and use personal protective equipment (PPE) in accordance with international safety standards. Upon successful completion of this phase, participants will be awarded an IMO-equivalent Certificate of Competency in HAZMAT/HNS Response, recognizing their enhanced capability to respond to hazardous material incidents across Montserrat’s terrestrial and marine areas. Meantime, the second phase of the training, focusing on the management of Hazardous Noxious Substances (HNS), commenced on Monday, 10 November 2025, and will conclude on Tuesday, 11 November 2025. This segment builds on the practical skills developed during Phase One and emphasizes incident command, response coordination, and strategic decision-making in managing HNS events. It aims to further strengthen Montserrat’s readiness and resilience in addressing environmental and maritime emergencies. The training, held at Port Little Bay and the DMCA Headquarters, was funded by the UK Maritime and Coastguard Agency (MCA) in collaboration with the Montserrat Maritime Administration (MMA) and the Montserrat Port Authority (MPA).

GOVERNOR EXPRESSES SOLIDARITY WITH THE CARIBBEAN INWAKE OF HURRICANE MELISSA

Her Excellency the Governor has expressed deep sorrow and solidarity with the people of Jamaica and the wider Caribbean following the devastation caused by Hurricane Melissa. In a letter shared with civil servants on 31 October, the Governor wrote: “The devastation wrought by Hurricane Melissa across Jamaica and the region has left me shocked and saddened. It has been heart wrenching to see the trail of devastation across the Caribbean, claiming lives, destroying homes, and disrupting communities. I extend my deepest condolences to anyone who has lost loved ones, and to all who are suffering in the wake of this unprecedented storm. I wanted to let you know that I am thinking of you and your families in this moment. I know how hard it is to be away from home at a time like this. This is a time of profound sorrow, but also of unity. In the face of adversity, the Caribbean spirit remains unbroken. We have seen extraordinary acts of courage and compassion: from first responders risking their lives to protect others, to neighbours helping neighbours through the darkest hours. As the Jamaican proverb says, ‘Wi likkle but wi tallawah’ — we may be small, but we are mighty. Please know that my thoughts are with every officer and every family affected by this storm.” In response to the hurricane, the UK Government has mobilised a comprehensive support package for the region, including: • £7.5 million in emergency humanitarian funding, enabling the delivery of over 2,800 emergency shelter kits and 1,700 solar lanterns to affected communities. • Deployment of HMS Trent, a Royal Navy vessel pre-positioned in the Caribbean, to assist with disaster relief in Jamaica and the Turks and Caicos Islands, a UK Overseas Territory. • Pre-positioned emergency supplies in Antigua and Barbuda are being rapidly deployed across the region. Montserrat is included in the UK’s regional preparedness planning, ensuring swift support is available if needed. • UK humanitarian and logistics experts conducted preparedness visits to Montserrat earlier this year to assess disaster readiness and strengthen local response capabilities. The UK remains steadfast in its support for the Caribbean, working closely with regional partners to ensure that aid reaches those most in need and that all Overseas Territories are prepared and supported during this hurricane season.

A former Leader of the Opposition in the Montserrat National Youth Parliament, published author, and award-winning youth advocate, Kassie embodies the next generation of Montserratian leadership — purposeful, passionate, and proud. Dr Sheron Burns Appointed Head, The UWI Global Campus Site, Montserrat

The University of the West Indies (The UWI) Global Campus is pleased to announce the appointment of Dr Sheron Burns as Head of its Global Campus Site, Montserrat, with effect from September 1, 2025.  Dr Burns is an experienced educator and scholar whose career in education began in 1987 after graduating with a Bachelor of Arts in Elementary Education (Social Sciences) from the University of the Virgin Islands (UVI), St. Thomas. She began her teaching career with children aged five to seven in Montserrat’s government primary schools, where she played a formative role in early childhood education until 2006. That year, she was appointed Education Officer – Pre-Primary within the Ministry of Education, Montserrat (2006–2014). In this capacity, she spearheaded the development of Montserrat’s Early Childhood Education Policy and introduced the annual June celebration of Early Childhood Education—two initiatives that continue to shape the island’s education system. In 2014, Dr Burns joined the School of Education at The UWI Cave Hill Campus on secondment from the Government of Montserrat. There, she led the development of the Bachelor of Education (Early Childhood Care and Education), significantly strengthening teacher education across the Eastern Caribbean. After returning to Montserrat in July 2021, she continued to contribute to education both locally and internationally. She currently lectures part-time with the University of Guyana, serves as an external examiner and graduate supervisor for universities in Australia, the United States, and the Caribbean. She supports the Montserrat Ministry of Education in its transformation initiatives. Dr Burns holds a Doctor of Philosophy in Elementary Education (Early Childhood) from the University of Alberta, Canada. Her dissertation, Teaching and Learning Using a Child-Focused Approach in a Kindergarten Classroom in Montserrat, underscored her dedication to child-centred pedagogies. She earned a Master of Arts in Elementary Education (Educational Technology/Reading) from the University of the Virgin Islands (UVI) in 1997, completing a thesis on, The Effects of Phonological Awareness Skills and Letter-Sound Correspondence on the Early Reading Ability of Low-Skilled Kindergarten Students, whichreflected her commitment to literacy development. She also holds a Postgraduate Certificate in University Teaching and Learning from The University of the West Indies, Cave Hill Campus (2017). Dr Burns’ professional and scholarly contributions have been widely recognised. She was nominated for the Election Management Award (2024) by the International Centre for Parliamentary Studies, and, in 2020, received The UWI Vice Chancellor’s Award for Excellence in Multi-Campus Research Collaboration (One UWI Award). Other awards include the Women of Montserrat Bonding (WOMB) Gem Award (2019); the Ministry of Education, Montserrat Award for Contribution to Early Childhood Education (2016); and the Montserrat Progressive Society of New York Centennial Award for Education (2014), among others. Her teaching and research interests include teacher education, play as a pedagogical strategy, education in the Eastern Caribbean, and advocacy for access to culturally and developmentally appropriate early childhood education. She has published widely in these areas, with publications including: Every Learner Succeeds: Reconceptualising Quality in Early Childhood in the Organisation of the Eastern Caribbean States 2021, Palgrave Macmillan; Early Learning Environments: Embracing and Valuing Home Language (2021, IGI Global Publishers, co-authored with J. Jules); Actualizing Children’s Rights Through Early Childhood Care and Education: A Focus on the Caribbean (2019, Journal of Early Childhood Research, co-authored with Z. Kinkead-Clarke and S. Abdul-Majied); Achieving Quality in Early Childhood Education in the Eastern Caribbean Depends on Teacher Preparation (2018, Early Child Development and Care); and The Ontology and Social Construction of Childhood (2013, in Understanding Child Sexual Abuse: Perspectives from the Caribbean, Palgrave Macmillan). In addition to her professional and scholarly work, Dr Burns is a committed community activist and avid amateur gardener, florist, and photographer. She currently serves as Chair of the Electoral Commission of Montserrat, continuing her contributions to national development and civic engagement. Commenting on this appointment, Pro Vice-Chancellor and Principal Dr Francis O. Severin asserts, “Dr Sheron Burns has joined us at The UWI Global Campus at an opportune time. Montserrat Signs Agreement Establishing the Caribbean Regional Fisheries Mechanism (CRFM).

Montserrat has signed on to the Agreement Establishing the Caribbean Regional Fisheries Mechanism (CRFM). The agreement formalizes the island’s membership in the 22-year-old institution, inaugurated in Belize City, Belize, in March 2003. Anguilla, The Bahamas and Dominica joined Montserrat at the momentous signing which was done en bloc at the Sixteenth Special Meeting of the CRFM Ministerial Council, held during the recently concluded Caribbean Week of Agriculture, in Saint Kitts. Dr. Marc Williams, Executive Director of the CRFM Secretariat, welcomed the decisive move by the 4 Caribbean countries, which have been actively involved in the CRFM, which is an intergovernmental CARICOM institution. The Honourable John Patrick Osborne, Minister of Agriculture, Lands, Housing, Environment, Youth Affairs, and Sports, Montserrat signed the CRFM Agreement on Tuesday, 30 September 2025, on behalf of the Government of Montserrat. The CRFM’s objectives include the efficient management and sustainable development of marine and other aquatic resources within the jurisdictions of Member States. The CRFM also promotes and establishes cooperative arrangements among interested States for the efficient management of shared, straddling or highly migratory marine and other aquatic resources. Furthermore, it provides technical advisory and consultative services to fisheries authorities of its Member States in the development, management and conservation of their marine and other aquatic resources.

Second Cohort Successfully Completes the Montserrat Care Certificate Course

Tuesday, 7 October 2025 – The Ministry of Health and Social Services is pleased to announce that thirteen (13) caregivers have successfully completed the six-month Montserrat Care Certificate Course. This second cohort of trained caregiver marks another significant step towards strengthening the island’s health and social care workforce. The graduation and pinning ceremony took place on Monday, October 6, 2025, celebrating the achievements of caregivers from Margetson Memorial Home, Golden Years Home, the Lookout Warden Supported Unit, and one private caregiver. In her remarks at the ceremony, Chief Medical Officer, Dr. Sharra Greenaway-Duberry, congratulated the graduates for their dedication and commitment to professional development. She made special mention of the participation of the private caregiver, noting that this demonstrates the inclusiveness of the programme and its relevance across all areas of care. “The expectation is that the additional knowledge and skills gained through this program will greatly improve the quality and delivery of care across Montserrat,” said Dr. Greenaway-Duberry. “Our caregivers are the backbone of community and institutional care, and by investing in their training, we are investing in the well-being of our people.”  The Care Certificate Course, introduced by the United Kingdom Health Security Agency (UKHSA) in March 2023, provides foundational training for individuals already working in healthcare as Community Health Aides, Geriatric Aides, Wardens and Caregivers. The programme is designed to be completed over a six-month period and combines self-study with guided support from local facilitators and course coordinator; Nurse Tutor Naomi Joseph – Foster. Since its introduction, thirty-one (31) caregivers have now been certified.  Nine (9) of the previous graduates received additional training and served as Assessors for this 2nd cohort.
