Director, Community, Youth & Sports Services
The Government of Montserrat is inviting applications from suitably qualified persons for the post of Director, Community, Youth & Sports Services , within the Ministry of Agriculture, Lands, Housing, Environment, Youth Affairs and Sports.
JOB PURPOSE
To lead programme creation and implementation that will foster community, youth and sporting developments/activities, while ensuring the Department's efficient and effective use of its resources and delivery of its strategic objectives.
KEY RESPONSIBILITIES
The Director will be required to:
Promote the Montserrat National Sports and Recreation Policy, National Youth Policy, Montserrat Community Development Plan and departmental policies and programmes at the national, community, group and individual levels;
Lead on the co-ordination of the development of Strategic Plan for the Department;
Oversee and contribute to the development of policy and project proposals to effect the department functions, including community development, youth affairs and sports;
Co-ordinate the monitoring and evaluation of the community, youth and sports work programmes and projects;
Encourage participation in youth and community activities locally, regionally and internationally;
Establish and maintain links with other groups and agencies locally, regionally and internationally for capacity building and creating new programmes;
Help to raise public awareness on issues relevant to the youth and community;
Direct the human resource management and development interventions for staff and volunteers;
Oversee financial and related matters, including preparation of the department’s budget and distribution of financial assistance to local sports, community and youth associations;
Prepare Budget Reports, including the quarterly Strategy and Fiscal Performance Report;
Oversee the day-to-day management and administration of the Department.
PERSONNEL SPECIFICATIONS
Applicants must have:
An undergraduate degree in Public Sector Management, Management Studies, Business Administration or closely related Social Sciences field;
At least five (5) years' senior management experience (GoM scale of R17-13 or higher) or equivalent managerial level in the public or private sector;
Proven skills in policy formulation and implementation, monitoring and evaluation, project proposal development, project management, human resource management, financial management and report writing;
An academic and/or professional qualification in Youth/Sports Development and Administration or related field would be an asset;
Effective oral, written and presentation communication skills;
Good interpersonal skills including the ability to liaise with a broad cross-section of community, youth and sporting groups;
Working knowledge of Microsoft Office suite, MS Outlook and videoconferencing software
Ability to work a flexible schedule during weekdays and occasionally on weekends based on programming;
Current driver's license
