Montserrat Takes Part in OECS Student Census

Schools across Montserrat have taken the lead in the Organisation of Eastern Caribbean States (OECS) first-ever Student census. The OECS Student Census launched on November 11, seeks to capture the authentic voices of students from kindergarten to Form 5, providing invaluable insights to help governments, educators, and policy-makers build more inclusive, equitable, and student-centred learning environments. Vice Principal of the Montserrat Secondary School, and focal point for the initiative, Hyacinth Bramble-Browne, said both primary and secondary schools on island began the OECS School Census alongside other member states.  Bramble-Browne said it is hoped that the island would reach 100% completion when the counts are tallied. The data collected will inform the new 10-Year OECS Education Sector Strategy (2027-2037), anchoring it in the lived experiences of students.

Montserrat Set to Lead High-Level OECS Trade Discussions This Week

Montserrat will host the Seventh OECS Ordinary Council of Ministers of Trade this week. The Business Trade and Investment Unit, Office of the Premier, says the meeting will take place in Montserrat during the period 15–18 October, 2025. This high-level regional event will convene ministerial delegates and supporting personnel from across the Organisation of Eastern Caribbean States (OECS). According to the Unit, the meeting is a critical regional forum, used to discuss key trade and economic matters impacting the subregion. The occasion also marks Montserrat’s assumption of the Chairmanship of the Council of Ministers for Trade. This is a significant milestone, reflecting the country’s commitment to regional engagement, and the island’s growing leadership role in regional trade policy development and economic integration. Over the two-day period, discussions will focus on enhancing intra-regional trade, promoting private sector competitiveness and supporting businesses across the OECS, strengthening trade facilitation mechanisms, and advancing collective strategies for sustainable growth across OECS Member States. Reuben T. Meade, Honourable Premier of Montserrat, says it is an honour and pleasure to host such a distinguished delegation of OECS Ministers, and that this gathering underscore Montserrat’s commitment to fostering regional cooperation and showcasing its unique contributions to the OECS economic framework. In addition to the formal sessions, Montserrat will host welcome receptions to encourage networking among delegates and a special showcase of Montserrat’s goods will highlight local crafts, agricultural products, and cultural offerings, promoting our businesses and tourism. Montserrat Joins OECS Countries in Addressing Multidimensional Poverty

Step by step, Montserrat and other OECS Countries are strengthening their capacity to tackle multidimensional poverty.  The OECS Commission, in partnership with the Caribbean Development Bank, marked the conclusion of the updated Enhanced Country Poverty Assessment (eCPA) Project during a conference held from August 5 to 6, 2025. Minister of Health, Dr. the honourable Ingrid Buffonge represented Montserrat at the conference in St. Lucia. The two-year second phase of the eCPA Project fulfilled the provisions of the OECS’ Revised Treaty, which created an economic union that facilitates social cohesion and economic development and builds resilience. Participating countries spanned all nine English-speaking OECS Member States: Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Anguilla and the British Virgin Islands. The project underscores the OECS Commission’s dedication to comprehensively understanding and addressing the complex dimensions of poverty within the OECS. It does so by addressing poverty in an informed and targeted way through the collection of critical data and by using that evidence to develop, guide and shape impactful interventions.  The eCPA collected data through the Living Conditions and Household Budget Surveys, and the national availability of census data, from Grenada, Saint Vincent and the Grenadines, Saint Lucia, the Federation of Saint Kitts and Nevis, Montserrat and the British Virgin Islands. The use of participatory data collection processes ensured the voices of communities were heard. The project also provided capacity-development training and workshops across the Member States to strengthen national capacity to analyse poverty and accelerate the development of evidence-based interventions. The High-Level eCPA Forum convened Ministers for Social Development, Health, Education and related portfolios, Permanent Secretaries and Senior Advisors, Heads of National Statistics Office, Representatives from development partners, eCPA Technical Specialists and Consultants, as well as OECS Commission and CDB leads.
